On May 22, we had the pleasure of welcoming Mr. Jae-bok Chang, Chief Executive Officer, CityNet Secretariat and former Ambassador of the Republic of Korea to India, for a special lecture titled “Diplomacy Beyond Borders: From Protocol, UNESCO, India, to CityNet.” 

Drawing on more than three decades of diplomatic experience, Mr. Chang shared reflections on his career in protocol affairs, multilateral diplomacy, public diplomacy, and city diplomacy. He emphasized that diplomacy today extends beyond traditional state-to-state relations and increasingly involves cities, businesses, universities, NGOs, and citizens working together to address global challenges.

The lecture explored key lessons from his experiences at the Korean Ministry of Foreign Affairs, UNESCO, and as Ambassador to India. Reflecting on his years in protocol, Mr. Chang explained that “Protocol is the language of respect, order, and trust among nations.” He described protocol as a strategic tool for building trust and mutual understanding, while also emphasizing that multilateral diplomacy requires consensus-building, active listening, and the ability to balance diverse interests. He also shared examples of public diplomacy in India, highlighting how cultural engagement and authentic participation can strengthen international relationships and foster deeper connections between people.

In the latter part of the lecture, Mr. Chang introduced the concept of city diplomacy and the role of CityNet in promoting sustainable urban development across the Asia-Pacific region. He emphasized that many of today’s most pressing issues—including climate change, disaster resilience, social inclusion, and digital transformation—are experienced first in cities and require collaborative, city-to-city solutions. 

Concluding the session, Mr. Chang encouraged students to develop cross-cultural communication, partnership-building, and leadership skills, stressing that the future of international cooperation lies in connecting people, cities, and ideas across borders and building trust among diverse stakeholders.

5월 22일, 이화여대 국제대학원은 시티넷(CityNet) 사무국 대표이자 전 주인도 대한민국대사인 장재복 대표를 초청하여 “Diplomacy Beyond Borders: From Protocol, UNESCO, India, to CityNet”을 주제로 특별강연을 개최했습니다. 

장 대표는 30년 이상의 외교관 경험을 바탕으로 의전, 다자외교, 공공외교, 그리고 도시외교에 이르는 자신의 경력과 현장 경험을 소개했습니다. 또한, 그는 오늘날 외교가 더 이상 전통적인 국가 간 관계에 머무르지 않으며, 도시, 기업, 대학, 비정부기구(NGO), 시민 등 다양한 주체들이 글로벌 과제 해결에 함께 참여하는 방향으로 확장되고 있다고 강조했습니다.

이번 강연에서는 한국 외교부 의전 업무, 유네스코 근무 경험, 그리고 주인도대사로서의  공공외교 사례가 폭넓게 다루어졌습니다. 특히, 장 대표는 의전 업무를 회고하며 “의전은 국가 간 존중, 질서, 신뢰의 언어”라고 설명했습니다. 또한, 의전은 신뢰와 상호 이해를 구축하는 전략적 도구이며, 다자외교에서는 합의 형성, 적극적인 경청, 다양한 이해관계의 균형 조정이 중요하다고 강조했습니다. 아울러 인도에서의 공공외교 경험을 소개하며, 문화적 공감과 진정성 있는 참여가 국제관계를 강화하고 사람들 간의 깊은 유대감을 형성할 수 있음을 보여주었습니다.

강연의 후반부에서는 도시외교의 개념과 함께, 아시아-태평양 지역의 지속가능한 도시 발전을 촉진하는 시티넷(CityNet)의 역할이 소개되었습니다. 장 대표는 기후변화, 재난 회복력, 사회적 포용, 디지털 전환 등 오늘날의 주요 글로벌 과제들이 도시 현장에서 가장 먼저 발생하며, 이러한 문제를 해결하기 위해서는 도시 간 협력과 공동의 해법 모색이 중요하다고 설명했습니다. 

강연을 마무리하며 장 대표는 학생들에게 문화 간 소통, 파트너십 구축, 리더십 역량을 기를 것을 당부하며, 국제협력의 미래는 국경을 넘어 사람, 도시, 아이디어를 연결하고 다양한 이해관계자 간 신뢰를 구축하는 데 있다고 강조했습니다.
